Appealing a Citation

Any individual is welcome to file an appeal for a parking citation they receive at CSU. Appeals must be filed within 14 days of the issue date. If you have any questions about why a citation was issued, please contact our office.

Commonly Accepted Grounds for Appeal

  • I have a valid permit or hourly payment at the time of the citation and can provide proof of payment.
  • I have documentation (proof of vehicle repair bill, towing receipt, medical documentation, and/or payment receipt) that supports my request to have the citation appealed.
  • This is my first year on campus and my first or second citation.
  • I have extraordinary circumstances that should be considered (medical, weather, or emergency-related).

Commonly Rejected Grounds for Appeal

  • I was only parked for a brief period of time.
  • I am financially unable to pay the fine at this time (students can charge citations to their student account).
  • I was parked in an ADA space and cannot provide any supporting ADA documentation.
  • I parked in a bike lane or fire lane.
  • There was no sign explicitly stating that I could not park in this space.
  • I parked like this before and did not receive a citation.

Appeal Process:

  • Citations on an active appeal are not subject to the 14-day escalation/30-day transfer policy.
  • If a citation has been upheld, the 14-day escalation/30-day transfer period will begin anew on the date the result was issued.
  • Appeals may be resolved in as little as 3-5 days, or as long as 3-5 weeks.
  • Results are delivered via email or USPS and are considered final by the University.
  • Citations upheld by the independent Appeal Board are subject to a $10 administrative fee.

If you are interested in joining the independent Appeal Board, please contact our Appeal Team. The board is comprised of students, faculty, and staff that are not affiliated with Parking Services or the CSU Police Department. It is a volunteer position that meets twice a month for one hour over Microsoft Teams.
